Steve Massetti
Owner/ Program Manager

Steve Massetti, the founder of Massetti Consulting LLC, started the company in 2015. He has approximately 20 years of professional experience in program/project management, civil engineering, construction management, construction claims resolution, and construction project litigation/claims mitigation. Prior to his work as a program manager (since 2007), Steve was a licensed attorney, litigating construction defect and construction contract dispute cases, as well as a registered civil engineer, focused primarily on managing public works construction projects throughout Southern California. 

He is currently the consultant Bond Program Manager for the SMMUSD bond program, valued at approximately $1 billion, and has been the program manager for three previous large school bond programs, with an aggregate value of nearly $2 billion, as well as experience managing multiple years’ worth of public works construction projects. 

Steve is a LEED Accredited Professional with over 20 years of industry experience in program and project management, civil engineering, construction management, construction claims resolution, and construction project litigation/claims mitigation.  He has extensive and comprehensive knowledge and experience in all areas of Educational Facilities Services and Planning.

KEVIN KLAUS
Deputy Program Manager

Kevin Klaus is a California Licensed Civil Engineer with over 20 years of public works project management and engineering design experience and several years of K-12 educational project management experience.  Kevin has diverse experience in public works including acting as a program manager, construction management, and project manager in a wide range of different projects from reclaimed water upgrades, storm drain upgrades, and various transportation and infrastructure projects.

Kevin is currently the deputy bond program manager for the Santa Monica Malibu Unified Bond Capital Improvement program, a $400 million program. Other large education projects include serving as project manager overseeing multiple simultaneous projects for the San Bernardino City Unified School District 1.3 Billion K-12 bond program. Kevin has excellent experience in construction and program management and understands the importance of communication in working with a diverse team and working with the client to achieve common goals. Kevin understands the intricacies involved to ensure projects are delivered on schedule, effectively and efficiently.

BARBARA CHIAVELLI 
Senior Design Manager

 Barbara has a Master’s in Architecture and is an accomplished planner, project manager  and senior design manager who has a proven track record of developing, planning, and executing complex building programs on behalf of various owners, with over 35 years of experience. Barbara’s experience includes her role as a senior design/preconstruction manager, senior planner, planning consultant, and project manager.  

She has served SMMUSD, LACCD, and several other private and public clients including the Judicial Council of California Courthouse Construction Program and The Getty Center building project where she was Sr. Project Manager from inception through completion. She currently serves as the SMMUSD senior design manager, overseeing multiple design projects as well as the development of the Malibu Middle and High School campus master plans and the District-wide development of facilities assessments and master plans.

MICHAEL BURKEDesign Manager

Michael is an NCARB certified and licensed California Architect with a 20-year history of working in the architecture & planning industry.  He has extensive knowledge with educational/civic projects and the regulatory agencies and requirements associated with those projects.  He has broad experience with Educational, Civic, Mixed-Use and Institutional Building types.  He has worked in all the roles from planning through construction and understands the unique challenges from project conception through construction.  

Michael is currently a Design Manager for the Sana Monica Malibu Unified Bond Capital Improvement Program.  In the past he has served as Designer, Project Architect and Construction Administrator on many large scale public and private elementary high school and college campus projects.  He is passionate about sustainable building practices and applies that experience into all projects throughout the District.

Julian Capata is a Senior Project Manager, with 16 years of technical, supervisory, project and client management experience in the preparation and management of CEQA documentation, with an emphasis on K-14 Facilities. As a project manager and technical lead on NEPA and CEQA documents, Julian assures document compliance with applicable regulations and accuracy of environmental assessments, including budget, schedule, invoicing, QA/QC and management of consultants.
